Answer: AES Indiana has not identified a fixed ZRC procurement quantity in the RFP. The Company is seeking ZRCs to meet near-term capacity needs during the 2027/2028 through 2029/2030 MISO planning years and will evaluate proposals based on its capacity requirements and overall portfolio needs. Respondents should specify the seasonal ZRC volume available under their proposal and whether the proposal covers an entire MISO Planning Year. AES Indiana may select one or more proposals as part of its evaluation process.

Would you expect a PPA to require regulatory approval from the IURC, and if so, can you provide an anticipated timeline for when AES would expect to seek and receive those approvals?
Answer: As noted in the Request for Proposals (RFP), any definitive agreement resulting from this process may be subject to approval by regulatory bodies, including the Indiana Utility Regulatory Commission (IURC) and, depending on structure, the Federal Energy Regulatory Commission (FERC). For a long-term Power Purchase Agreement (PPA), AES Indiana generally would seek IURC approval, typically through a Certificate of Public Convenience and Necessity (CPCN) and associated cost-recovery authorization. Though the specific approval(s) and applicable statute will depend on the final transaction structure. On timing, AES Indiana anticipates beginning final due diligence and commercial negotiations with short-listed Respondents in late 2026. A regulatory filing would follow execution of a definitive agreement, and any agreement would not become effective until the required approval is received. Answer: AES Indiana has not identified an approved or required vendor list for storage projects. Respondents should identify their proposed equipment suppliers, major contractors, and intended contracting approach, all of which will be reviewed during definitive agreement negotiations. These requirements apply to standalone storage projects on the same basis as other resource types.

Question: Will a separate PPA Key Commercial Term Sheet exists and will be provided; or does AES intend for respondents to submit redlines to the form PPA in Appendix E.
Answer: A separate PPA Key Commercial Term Sheet will not be provided. The form of Power Purchase Agreement posted as Appendix E serves in place of a standalone term sheet and is the applicable document for this RFP. Respondents submitting a PPA proposal should submit redlines (or an issues list identifying preferred positions) to the form PPA in Appendix E. The mark-up is preliminary and intended to provide a starting point for negotiation with AES Indiana during the definitive-agreement phase. Submission of a redline or issues list does not imply acceptance by AES Indiana of any proposed change.
